Can you effectively discipline a 1-year-old, or are they just too young to understand?

No, you can't effectively discipline a 1-year-old because they are just too young to understand. Babies are constantly experimenting with their world, and they truly have no concept at all of positive or negative behavior. Sometimes they react and continue a behavior because someone thinks it's funny. If they are throwing food, just end the meal and take them out of the high chair. They may eventually learn that throwing food doesn't please Mom and cease the behavior for that reason.
